Qatar announces new rules regarding departure permission, now includes domestic workers!
"Kafala" is an Arabic word meaning "sponsor". The caravan is unique to the Middle East. The fleet system allows citizens to recruit non-Gulf citizens. The power is solely in the hands of the employer / sponsor known as the caravan. The convict may determine the terms and conditions of work, including the residence of a working immigrant. As a result of the caravan system, migrant workers refer to the coffin as their "owner".
Qatar's new law will allow workers to change employers individually: Qatar workers have previously required a non-objection certificate from their employer. A cabinet decree was signed, the workers' exit requirements were lifted, and the cabinet upheld a new law to establish a discriminatory minimum wage, the first in the Middle East for an ILO and a year of administrative development, labor and social affairs. Exit permit decisions mean that workers on the coast can leave the country temporarily or permanently without the permission of their owners, among others.
Related draft laws will now be forwarded to the Advisory Council (Shura) and will be later approved and signed by Amir HH Sheikh Tamim bin Hamad Al Thani. The law is expected to be implemented by January 2020.
