Qatar has announced reforms aimed at ending the Kafala system and therefore supports the rights of migrant workers.

"Kafala" is an Arabic word meaning "sponsor". The caravan is unique to the Middle East. The fleet system allows citizens to recruit non-Gulf citizens. Related draft laws will now be forwarded to the Advisory Council (Shura) and will be later approved and signed by Amir HH Sheikh Tamim bin Hamad Al Thani. The law is expected to be implemented by January 2020.
